Gaza War Crimes: FHRA Ry Files Complaint Against World Leaders

Helsinki, Finland — Finnish Human Rights Advocates Ry (FHRA RY) has today submitted a consolidated communication under Article 15 of the Rome Statute to the International Criminal Court (ICC), urging investigations into the individual criminal responsibility of six current and former heads of state and government for alleged complicity in war crimes and crimes against humanity in Gaza.

The named individuals are:

  • Donald J. Trump — Former President of the United States

  • Keir Starmer — Prime Minister of the United Kingdom

  • Friedrich Merz — Chancellor of Germany

  • Antti Petteri Orpo — Prime Minister of Finland

  • Abdel Fattah el-Sisi — President of Egypt

  • King Abdullah II ibn Al Hussein — King of Jordan

Allegations Summary:

FHRA RY’s submission alleges that the above leaders, through their political, military, and diplomatic decisions, have:

  • Enabled or failed to prevent acts amounting to war crimes and crimes against humanity in Gaza.

  • Provided political cover, military cooperation, or logistical support to Israeli operations despite credible evidence of systematic targeting of civilians, destruction of essential infrastructure, and blockade conditions causing famine.

  • Publicly condemned certain actions while continuing policies and agreements that materially aided the continuation of the conflict.

Evidence Highlights:

  • Public statements by the named leaders acknowledging the humanitarian catastrophe in Gaza.

  • Records of military, financial, or diplomatic actions linked to the continuation of hostilities and obstruction of humanitarian relief.

  • UN and NGO reports detailing mass civilian casualties, deliberate targeting of hospitals, and starvation tactics.

  • Official government communications and agreements evidencing cooperation or tacit approval of Israeli military operations during the Gaza assault.

Legal Basis:

The communication cites violations of:

  • Rome Statute Articles 25, 27, and 86 — individual criminal responsibility, applicability to all persons regardless of official capacity, and the duty to cooperate with the ICC.

  • Geneva Convention IV — prohibitions on collective punishment and targeting civilians.

FHRA RY requests that the ICC:

  1. Open preliminary investigations into each named leader’s role.

  2. Assess individual responsibility for aiding or facilitating war crimes in Gaza.

  3. Consider arrest warrants under Article 58 where evidence warrants.
